Hydrocotyle verticillata

Whorled marsh penniwort

This creeping plant has flat, circular, bright green leaves and small white flowers.  It's native to many areas in North and South America, including California, and the West Indies.  In the wild, it's typically found growing in soils that are marshy or boggy.
